Before that pivotal moment, the accounts existed in media coverage as separate incidents, processed by readers as discrete tragedies rather than as evidence of a systemic failure.

This particular case — involving what the reporting described as extreme violence against a woman, combining rape with physical torture — was one thread in that accumulation. The details of such cases resist the distancing language of news reporting. These are acts committed against human beings by human beings, and the specificity of the violence is what makes the systemic failures around it impossible to dismiss as abstractions.

The systemic failures were multiple and well-documented. Police stations that discouraged women from filing complaints, treating them with suspicion or outright hostility. A judicial process so slow that cases involving sexual violence could take years, sometimes decades, to reach resolution — if they reached it at all.
